Honestly they probably keep him around bc he’s so powerful when he’s angry and the higher up norts probably know how cunning he can actually be and he’d be a great vessel (if only he didn’t know he had a heart…). 

Also yeah Xigbar probably does a few pranks himself, but the two of them are probably in cahoots with that kind of thing
